How do I get all feats&powers?

Yeah, I know the thing is on the website,  but I don't understand what the heck ol' what's his name is talkin' 'bout half the time.  



I did get the FLU to work, but other than that I have been quite unsuccesful at anything else...


Someone please explain how to get feats&powers in full detail please.

You have to RLU when you grab the feat or else it doesn't work
